Recent reports have revealed that Google is trying a new idea which is upsetting all the SEO gurus, consultants and SEO firms. All the SEO consultants are frustrated with new change which is changing the titles of all the sites, and not showing title in the SERPs as shown in title tag of the site.
Lot of complaints were reported over different blogs, websites and webmaster forums, regarding Google altering the title of the site in SERPs and not considering the Title Tags. This could be a big hammer for those newbie webmasters or intermediate SEO consultants who are habitual for "Keyword Stuffing" in their titles.
Matt Cutts from Google was showing some attitudes as Google reserve all the rights to change anything at anytime in all of their future updates, and they can try different things to conclude what is a better title for a website.
John Mueller, another guy from Google was saying that Google may decide to re-write any title in the search results, which need to be optimized further, according to data collected from google Bots.
While explaining the reasons for rewriting the titles for a site, he stated the following conditions:
1. When titles of the site or blog are very short.
2. When titles of the site or blog are shared across a large part.
3. When titles of the site or blog are just collection of keywords, also known as "keyword stuffing".
John Mueller provided some guidelines to prevent this, and said that webmasters should be careful that the site titles and descriptions should be relevant, unique and compelling. They should not be blindly stuffing keywords in title.
According to Google guidelines; every page of a website should contain a useful and descriptive title on page, which should be present within the title tags. Google may change the title of a page if the title tag is missing on the page or if the same title tag has been found on different pages of the same website.
Google Guidelines further explains; all the missing or problematic title tags detected by Google, can be found on the HTML suggestions page in Webmaster Tools. Navigation to this page is very simple, you just need to jump to Dashboard and have to click Diagnostics in the Left side bar, and further click HTML suggestions.
People have reported few evidences of the title tags being changed by Google in SERPs:
1. SEO.com Report:
A site having title tag of "Forex Trading Strategies | Forex System | Forex Trading Course" was found to be having showed in the SERP as "Forex trading strategy." Upon careful investigation, it was revealed that, the keyword "Forex trading strategy" was present once in the meta description and once, the H1 tag.
2. Bill Hartzer's Report:
A post of Bill Hartzer's with title tag "Search Engine Optimization with SEOette.com: Track Your Google Rankings | Bill Hartzer" was found to be appeared as "Track Your Google Rankings" in SERP. After observations and analysis, it was revealed that "Track Your Google Rankings" was nothing but anchor text which was used for an outbound link. It was also concluded that Google might have ignored the text after the colon [ | ] because of such a lengthy title.

This is really bad from Google, all my sites that are optimised in my extensive SEO efforts all gone to waste, Google have too much power unfortunately now.
In answer to some of your questions, i think Google should really reconsider this move, its another unwelcome change from Google, it will definately result in less traffic to my sites.
