I have a feeling though, that if Kane didn't shoot Seth, and you actually did have to go fight in D.C., you probably would've been given like, five soldiers to go up against the entire U.S. Military. The funny thing is, if you had some how succeeded, imagine what mission Seth would've sent you on next.

When I first saw this briefing, I though "Yes! I finally get to attack the US and stop dicking around in Africa!", then Kane shot Seth and I was left with another capture enemy equipment mission. I was disappointed.

Seth is foolish enough to do anything to keep his "Right hand" status, even if someone does better than him in NOD, he'll try to bump that person off, but Kane isn't blind and won't tolerate that.
