Texas is a huge state, but the Governor of Texas is basically little better than a figurehead. It is the Lieutenant Governor of Texas who in practise wields the influence there. If GW Bush had been Governor of New York or Illinois where the Governor actually has quite a bit of influence, your point would be valid.
