Yes, the extensive Moscow metro system would be the ideal shelter in a nuclear armageddon. Apart from being deep underground preventing large amounts of radiation to seep in, it is also stable enough to survive nuclear blasts even nearby. A few stations in the metro was actually designed to serve as nuclear shelters, these stations were constructed during the cold war, and updated over time. Plus Moscow is one of the two cities in the world with anti-nuclear missile defenses, the other being DC.
