Look for the page with this same EXACT title. (When I do the search, it's the fourth entry down)
This shows the budget deficit/surplus for years 1980 to 2009.
Note how the deficit steadily decreases from 1993 to 2000, with the last three of these years showing a surplus. This is an extraordinarily straight line. There's no jump after 1997 one would expect had something suddenly improved the economy
