I've had a few breakthroughs in the past month or so by talking with a few experts on paddle technique and downwind racing tips. One of the experts is Todd Bradley who has over 40 years of competitive paddling experience.
It is still a lever when you pull with the lower arm (like you do with proper canoe technique). If you use the top hand as the fulcrum and pull with the bottom arm (both arms straight), the paddle spends more time perpendicular to the wate (= more efficient).
