It's quite painfully obvious that you hacked this city. All of your railroads are going through water, meaning you hacked all of your land (or used Debug, at the very least) so all of your property would be waterfront.

...wtf, it cut me off. I used the $999,999 glitch, did zone stacking, and played on easy mode, but cut me some slack. I haven't played since age 7.

I just thought I'd share my megalopolis story. After several failed attempts (Aumsville, Origami, Sirius, and Tulipa), I wasn't going to let the city of Yoshi join the list of failed "forever a metropolis" cities. It wasn't looking good, either, because I had 430,000 people and was running out of space. I was desperate, so I had to resort to zone stacking. Well its not possible he used debug. The debug menu wasn't discovered until 2009.
