People need to stop saying that blacks were considered 3/5th of a person. No, blacks were not considered persons at ALL!!So, No 5ths of a person. When it came to taxation and representation, the Southern lawmakers in the Congress and at the state level compromised with Northerners to consider blacks as 3/5th when determining who much delegation the Southern states would get and how much they would be taxes because blacks were property. There were free blacks, but they didn't have citizenship!
