I general I think the same way, but
1) Russian army is not very large at all (China?)
2) It was the hottest summer in 250 years or so and no one could expect it to be so hot
3) I'm sure army was helping to put the fire down
4) We have borders with many countries (Check the map), not just with Mexico like US (I dont count Canada), so soldiers are needed to protect it.
5) And there is wise saying: If you want peace be ready for war
6) Army and fires are not relevant comparisons! =)

@321buka In my opinion large armies are to satisfy the ego of politicians who want to stand on a balcony and watch vast amounts of tanks and troops parading by them. It makes these old ugly men feel powerful and virile. They rest of the population suffers. Then you have a natural disaster and their are not enough resources to combat it because the money was spent elsewhere. What does that do for your national prestige? It makes you feel impotent in the face of crisis.

@321buka I posted some earlier comments many months ago. The point of them is that when you have a country that supplies a huge amount of natural gas to Europe you don't need a huge military to protect you from them. All you have to do if they interfere with what you think are your interests is to threaten to turn off their gas supply. How are their politicians going to go to their people and explain why they are freezing in the dark? They'll think twice before starting something.

Sorry, I could not get it why you gave me a link about Soviet Union borders.... Russia is still the biggest country in the world but it is way smaller... And "funny" video about map of USSR does not tell anything about number of solders in Russia... Moreover, in theory bigger the country less troops per mile you need to protect its borders...
Manpower?.. Mb country has to have a lot of work places first?.. Check in wikipedia: Russian_economy_since_fall_of_

@321buka You raise many excellent points tovarich. Many Americans look at their collapsing infrastructure and see the need to reduce unnecessary military spending and costly foreign entanglements and spend more of their GDP at home. Even conservatives in the U.S. have rediscovered their isolationism which has been dormant for many years. But back to mother Russia, lets not only look at dollars or rubles but the amount of manpower wasted with the large number of soldiers. /watch?v=BXqKkYYALMU
