This is from the early production stages of The Fellowship of the Ring. Peter Jackson had instructed the sound department to change the voice of Galadriel in this scene for a dramatic effect. He did not specify, however, what kind of voice modification should be done.
As you can see at the end of the scene, Elrond was not so pleased with the final result and they had to change it.
