California's financial earthquake

California has resorted to writing IOUs to cover it's financial obligations. What is the root cause of California's budget deficit and their need to declare a fiscal emergency.

This is not simply politics. California's problems are not simply democratic or republic. The welfare system in California, their environmental stance and California's high taxes are merely symptoms of a wider issue.
