I forgot how you get it the normal way b/c I used cheat codes. But go to gamefaqs and look at their "Chip Code Location FAQ."

Supposedly, with GrassStg in place, target arealocked to 1 panel, and Meteor with 4 Fire+30's on the back = 9920dmg.
