You can do this trick from just about any point in the game, but I do it right from the very beginning to prove it can be nabbed at any point. Requires duping, oft considered cheating. But then again, fans of Elder Scrolls Morrowind might consider the Fast Travel option cheating, too. I think it's just a hidden feature of the game ;D
Works on all versions on all consoles and PCs. Works after all patches and expansions. To dupe again, you still equip the scroll-multiple as if you were doing it for the first time (even if it is already equipped). Bethesda has already stated they do not intend to release any further patches.
The basic idea for duplicating scrolls is this:
1. Have more than one kind of the same scroll, which I'll call the multiple. The multiple in the video is "Minor Heal Other"
2. Have another scroll that is just one of its kind, which in the video is "Flash Bolt". Doesn't matter which scroll you use for which.
3. Select/Equip the multiple, but drop the single. Whatever number you had of the multiple, will drop that many of the singles.
4. Pick back up one of the singles, select/equip the multiple and drop the single again.
5. Once you've got 50-60 of the single lying on the ground, pick all of the singles up off the ground.
6. Select/Equip the higher multiple (in this case the "Frost Bolt" and now go drop an expensive item like a weapon, and sell off all of them to a merchant.

The only way it doesn't work is if (a) you're leaving out a step or (b) there seems to be a mystery variable that won't let it work for some reason, but only on certain characters. I can dupe some things on one character on the same game system, that I can't dupe with a different character on the same game system. I don't know what the variable is, may have to do with race, sign, etc. Some have suggested it is due to the "charge" of the enchanted item.. I don't really know why it random won't dupe some things but not others -- that other people can dupe just fine. It never works on certain quest items like Nirnroot, though. Try it on other things first, like an ingredient. If it works on that, but not on whatever you're trying to dupe, then it just won't work (for that mystery reason) on that item.
~~ EASIER WAY, JUST GO TO CONSOLE ~~
This video is obviously for non-PC game systems. There are an insane number of cheats for the PC that you just type in after hitting the "~" button, below ESC. Google those if you're using a PC, don't bother with this video. Game systems don't have the console menu like that.
I tried it and it worked once but then I accidentally (using a PS3) pressed X instead of the hot key button triangle and after that it stopped working even after i reloaded the file to when i paid the fine and was outside the prison. I assume that hot key is what you mean by equip/select. Any help?

@aaddoms - Accidentally pressing a button shouldn't matter at all.. The equip button is whatever button you use to put on or take off armor. You have to re-equip the multi-scroll each time you drop something in order to dupe it.. you don't just press it once and then dropping always works from then on..

When i pick up my duplicates, and try to drop them again so they duplicate more times than 1, i always drop multiple of the items and it doesnt duplicte...what am i doing wrong?

@laxnpigskin1037 - Just picking up one, and dropping a single item (instead of dropping something you've got more than one of) is the best way. Also, when you leave your inventory menus, the trick ends and to start over again you've got to equip the scrolls again.
