On Friday, July 17, "Be the Change" is NCLR-LAYC-GW Upward Bound Summer Program 09' theme and on Friday, July 17,2009 the students of Upward Bound had the chance to not only learn about but participate in the democratic process that governs the nation.
Students first visited the US Capitol through the new Visitor Center. Students watched a short film about the history of the Capitol, and then were given a guided tour by an experienced guide. Touching on history from the building's founding to current day, students received an intimate look at the figures who have shaped the course of American history.
After getting an broad view on the workings of Congress, students got to engage first-hand in the business of the legislature. Departing from the Capitol via underground tunnels, students headed to the Rayburn building to visit the office of Congresswoman Eleanor Holmes Norton. The Congresswoman met with students to talk about the importance of having young people involved with the political process. Several students had organized among themselves to prepare questions on a number of subjects for Norton, and the Congresswoman entertained two: One student asked about DC statehood; another about access to higher education for DC youth specifically DSC CAP, LEAP and TAG all fundamental programs that assist DC students reach their aspiring college aspirations
