How can you call this professional. I would get fired if I designed something liking like that. I know there is maybe culture differences, but dude...that is bad design!

This is bad education and short-sighted! Too many variables doesn't allow the editor to work within 'any' existing template. You have to work a template around the editor and the publication. Pay the price of a good template which will reflect the content being written in turn the publication should profit. Good templates aren't free because they are bespoke and they need to be designed by a professional. Bad mags are design in Publisher or, at worst, in Word and should be avoided.
