This has nothing to do with Germany. Research Tranquility Bay in Jamaica or any of the other WWASP programs that are meant to 'fix bad kids.' This is meant to portray the abuse children suffer in prisons like this. Parents pay tens of thousands of dollars to send their 'troubled' kids to camps where they are abused.
