Way back when, Capcom was afraid of being sued by Mike Tyson for having a character that looked like him, and had a similar name. To go around this, they rotated three names. Who we know as M. Bison is Vega in Japan, Balrog is M. Bison, and Vega is Balrog.

Because M. Bison (Mike Bison, which rhymes with Mike Tyson) is his original Japanese name.
