It would depend on the composition of the wall board itself. There are several different types. Some are more resilient against water saturation than others. You dry removing paper from real cheap drywall by spraying it down completely and you will possibly be replacing the drywall as well. Especially the early non gypsum drywall board made in the 60's that has a flat basecoat. I would test an area first before going all out and spraying your walls with detergent. Steaming has it's advantages.

Thats OK but here is an easier way for this type of paper, Peel off the top layer of paper, next get an empty spray bottle from around your home, then fill it with diluted (1 part detergent 10 parts water) dish washing detergent, finally, spray the remaining exposed under paper until it is saturated, wait 20-30 SECONDS NOT MINUTES and then peel, it will almost fall off the wall. The up side of this method is, no steamer rental, no wall punching tool, all products are in your home, you save $
