Seen this with cds and dvds.
It's probably the reflective layer or the polycarbonate. Polycarbonate clouding defects look different so my first guess is reflective material.
For the HD-DVD lovers. Since the problem has been spotted before with dvds I can already guarantee you that HD-DVD won't be free as well.
Even with tight quality control a fuck up can happen.

but it didn't happen to HD-DVD till now, but it happened to the Blu-ray discs because of the sh*tty quality.
