From my perspective, the Hancock whistle, being quasi-omnidirectional, is very useful for coordinating with brakemen and flagmen during switching maneuvers; the horn is more effective underway on the high iron, approaching yards, grade crossings, way stations, &c.

@nyc3001 I would say they just didn't fit the rest of their fleet. And Hancock couldn't lobby them to buy more, being out of business. There were no orders for years. Remember: Tax the railroads, and build airports, waterways and highways with the money! Trains have to pay their way, no one else does. But that's ok! So you end up with little or no rail service.
