Animals weren't made to be in costumes, or clothes, or boots, thats why they have fur. I occasionally put a sweater on my dog when we go for a walk because she barely has any fur. And they esspecially don't like boots, unless their sled dogs or dogs that spend alot of time in the snow. Would you like to be forced into a ballerina costume for halloween rather than dressing up as Jason? Think about it. It may not be uncomfortable but their is no way in hell they like it.
