Cell-phones CAN BE a source of ignition. In this case the employee was trying to use his cell phone's illuminated screen as a source of light - as it was dark by the dome area on top of the truck.
this rarely takes place. cell phone electromagnetic waves DO NOT interfere on potential electric static discharges, so in my opinion, it could be just because driver did not touched any metal object on ground in order to discharge his static.

@penetic your right because they tested this and found no proof of cell phones causing a spark, so in this case the charge came from his clothes...
