We're looking at this video holistically. A title represents a video as a whole. I believe the underlining joke is that he's making a mock of himself with the approval ratings being apart of it etc. Its an epic win too, because the president is presenting this joke. Period

Hardly. It's only one of the typical lazy platitudes used to demonize Republicans without actually saying anything real. The fact is, Obama's been using the "it's Bush's fault" excuse for too long. He's had four years; the first of which he had control of both the Senate and the House. His presidency is a failure. Not because he's black but because he was inexperienced and in over his head.
