He`s not intended to be scary - he`s a depressed bread who has to (is forced to) follow instructions from his producer - and they make him even more depressed. And that`s what make everyone feel with him, because we all are forced to do things in our jobs that we don`t like - so in effect, he`s our deputy in TV/or a fellow sufferer.
