Local Businessman James Adkins is suing Guam Police Department for arresting him after he took photos of a car crash with his cell phone near his home. But when his cell was returned the pictures were completely deleted by the police either by water and/or electricity. He was charged with "obstructing governmental function and failure to comply". The lawyer for the case believe this is another example of police misconduct. The complaint was amended to allege civil rights violations by the police.
