The film Reinventing Government by the People summarizes a report created by Vice President Al Gore in the 90's. The report was called The National Performance Review, and detailed ideas to rebuild government systems and culture.

Which is why the Party base did not want Obama. We did not want this "oh let's forgive, forget and move on!" I'm sure that the rank and file GOV workers are trying hard to earn their money. Take the FDA for example. For 16 years, they refused to allow aspartame, a neurotoxin, to be sold to the public. Then, along came Ashcroft,, and it was approved. The GS workers have to pass qualifying tests to get their jobs. It would be a completely different world if politicians had to prove they were qualified. All the competency of the GS workers is nullified by the counter-productive decisions of the pols
