BBC Bias Vs John Kelly Vladimir Bukovsky

John Kelly had a Court date because he had not paid his BBC license for several years. Vladimir Bukovsky came in support and has not paid for years. The reason they do not pay is that the BBC puts out more propaganda year by year despite the wishes of the people. The BBC as a public entity is supposed to be unbiased, instead they constantly and purposefully color their presentations with an agenda of their own and ignoring coverage of UKIP candidates in the past and now and are Pro European . Lots of supporters came and carried signs.

Thank you for your letter of 17 July the contents of which are noted.
Whilst you are quite correct in pointing out that Section 363 of the Communications Act 2003 "the Act" states that 'a television receiver must not be installed or used unless the installation and use of the receiver is authorised by a licence', this section must be read in conjunction with the accompanying legislation.
In this regard it is important to note that Section 363 of the Act states that a 'television receiver means any apparatus of a description specified in regulations made by the Secretary of State'. The definition of 'television receiver' as set out in Regulation 9 of the Communications Regulations 2004 (as amended) further defines a 'television receiver' as 'any apparatus installed or used for the purpose of receiving (whether by means of wireless telegraphy or otherwise) any television programme service, whether or not it is installed or used for another purpose'.
Therefore, a TV licence is only required where a television set is installed or used for the purpose of receiving television programmes.
You have stated in your recent letter that you have not watched television since 2001, accordingly your television set is 'not installed or used for receiving television programme services' at this time.
Consequently, on the basis of the information that we have, our view is that you are not at this time committing an offence contrary to Section 363 of the Act.

It was good to learn from your letter that I am not committing any crime. However, I could not fail to notice that you are introducing a totally new interpretation of the law, with which the majority of people in this country are not familiar. I suspect quite a few of them continue to pay the licence fee without watching their television sets, simply because they are unaware of this new interpretation. Don't you think that you have an obligation to publicly and officially announce these changes of your policy, or even to write to every licensee explaining the new terms? I have noticed recently that, in your regular threatening letters and public statements, you have shifted the emphasis from owning a television set to watching it as a condition for paying the licence fee. However, this is grossly insufficient, as so many people would not even notice the difference.

Indeed, this new interpretation significantly narrows the obligation to pay for a TV licence, making it conditional on a person's intention to watch TV. This burdens your organisation with responsibility of proving in court the intent of those whom you chose to prosecute. Again, people are entitled to know this. In view of the public importance of this matter, I feel obliged to share our correspondence with those 2,000 people who have joined me initially in this campaign.

Finally, the fact that I have not watched television since 2001 does not necessarily prove that I have no intention to watch it in the future. Moreover, people's intentions tend to change with time. I cannot rule out that, at a certain point, I would be obliged to turn on my TV set, for example, in order to verify that the BBC is still biased in its coverage of news and current affairs and, therefore, we are justified in continuing our campaign against it.

@21whitworth12 whitworth i was talking with 2 young white Caucasian males in Newton lee willows .lancashire he said " We have just lost our jobs 20 of is in a Local factory after 14 years"( and a rent to pay with partner and a kid) the company sacked them on the Monday morning they turned up for work.The Boss had taken on 20 poles for minimum wage 6 month contract.
