i have an inground. even with a cover the ice freezes and makes some ice below and over it. i accidently made it too smooth so not sneakers arent as good. my backyard has a layer of ice over the snow thats good enough to hold the weight and the ice is rough with dimples in it so thats less surface drag and u slide alot farther. and my backyard has a slight slope so its great

about 32 degrees. water usually turns into a solid by that temperature

I like your rink, we have a similar rink but have trouble with tears in the plastic when it thaws, what do you think?
is that an inground pool

Nope, just some sheet plastic on the lawn. Snow piles on the edges makes it look deep. In the spring, looks like a normal backyard.

Any Home Depot type place. Just need the thick 6mil construction plastic.

First live someplace cold.
Then, don't just spray water on the ground. Tried that, failed.
Shovel snow off the ground to make side walls, or if you are a super high tech hockey type person, rip plywood and stake it with rebar to make real walls.
Go buy a roll of 6 mil construction plastic ( ~$80 ). Spread it out only one layer thick. Not two, tried that, failed.
Fill with water deep enough to make 2 inches of ice at thin end. Let freeze. Go skate.
