Russia uses it's worst equipment on front-lines. It also uses it's less important troops for patrols and peacekeeping. They used the more disciplined VDV for the original operation and than sent in regular conscripts to act as peacekeepers. The BBC also noted on the Georgian-Russian conflict it was there worst equipment that was used.

The reputation persists because the occurrence of such events are so rare they are blown out of proportion in the media. Especially a world media starved for anti American propaganda. People get the media they want and they want to hate America. This site is a good example.
Furthermore if you have never served in the military our had to deal with Russian soldiers you will have no idea what im talking about.
