Both my friend and her older sister never bothered to file the paperwork when they turned 18, and have been getting passports and visas issued as whichever citizenship is more convenient for where they want to study abroad. I think the older sister is 30 now and still gets away with it, somehow neither country enforces it very strictly.

The lesser of the two countries' age of consent, which would be 18 for the US (as opposed to 20 for Japan.) Only works if you qualify for citizenship by law regarding your birth and parent nationality, and I don't know that she would. (It's not technically dual citizenship either, although you can get a passport from both countries.) I know about it quite a bit from a friend here who was born in the US to Japanese parents, moved back to Japan around junior high, then came back for college.

Mirai Nagasu is on fire in this performance. I am so impressed with how far she has come by 14. I look forward to her at 18 or 20.
