It was voted into the ground by the asshats who care about nothing but graphics. Yes, it had nice graphics and quite funky ones to boot. But back then was the time of the "realistic" craze. Nobody gave a fuck about gameplay as long as the eye candy was ok.

And it shows. Name 2 other games from that time besides JSRF that you still play!
