Bowing to the leaders of a country in which you are currently staying in and are requesting some sort of diplomatic agreement with is, in my opinion, at least customary.

I am currently staying in the US, does that mean I should not respect Obama? Does that mean I should not shake his hand if I ever see him and instead just stand with my arms crossed because I think I'm better? No, even if I did think I was better I would not do that. Obama is a respectful man for respecting others.
