When I try to shoot 300fps my new camera turns off and leaves me with a slow, flashing blue light. All the functions stop working so I have to take out the battery and turn it back on again. Why is this?

Must be something either wrong with the memory card (not the right type) or your camera is broke. I'd suggest reading the manual to see if it mentions this, if not, call the service line.

what is the resolution at such a slow speed? and is the slow speed still in HD? i want one, but need to know it's right for what i plan to use it for

The 300 fps is not in HD. The resolution for it is 448X336. The best you can do with the camera is 720p at 60 fps and stretch it out to get smooth slow motion.
