Yes, it's about a break up, but it's also about how hopelessly and absolutely she loves him. She knows there's nothing she can do but say 'it's okay' and let him go, even if she has a sliver of hope still lingering that they'll be what they once were. It's a breathless and painful feeling and she really isn't sure where to go now, wanting 'to be a car, lighting up the night' to show her the way.
