IMO, Axel should start off being sophisticated and coasting through his career and his life. He has lost his edge. Then, something happens that requires Axel to return to his roots as a tough, street smart cop. As for the turning point, another murder is too obvious. Maybe someone close to Axel betrays him, like a top cop on the take, and this disgraces Foley and the entire police dept. Axel realizes that he has lost his way and that he has to become his old, rule-breaking self.

Would be fun if Beverly Hills Cop 4 is a complete reversal of the first one: Foley works now with Rosewood in Beverly Hills and they have to go in Detroit for an investigation related to BH.
