Tight end has a great reach block on the OLB (#1). If he doesn't get that, or #1 lines up in a 9 tech, the TE probably goes to the second level and the guard kicks the OLB out, center leading through the hole. With the power turn of the QB and the tackle blocking down, I'd call this a power play. I don't think they care whether they block the OLB inside or out.
