Sudbury - Prime Minister Stephen Harper has prorogued Parliament. Proroguing involves the House of Commons being suspended for a fixed amount of time. In this case, MPs were supposed to return on Jan. 25 to Ottawa, but will now be returning on March 3. Any legislation that is being worked on becomes dead, essentially, and must be re-introduced into the House of Commons. Harper has prorogued Parliament for two straight years running, in December 2008 and December 2009. Critics have bashed the PM, calling the suspension of Parliament a selfish move and saying it was done so he could avoid questions on current, sensitive issues.
