No, it is not. Disorderly conduct by definition is conduct which by its offensive or loud nature causes alarm to others. Police officers are excluded from "others" -- in other words, someone other than police has to be "alarmed." There is no law that says you have to do what a cop says, with the exception perhaps of "stop."
