The land which oil companies currently have permits for does not have significant amount of recoverable oil as determined by seismic equipment and geological surveys.
Certain coastal regions do have large proven oil feilds that make economic sense to drill and will have a meaningful impact when that supply is brought onto the market.

The land that our oil companies currently have drilling permits for contain little if any recoverable oil. The oil it does contain is small and would not provide benefit when you factor in the cost to get it This has been determine by people much smarter than you using seismic equipment and geological surveys
It has been determined that certain coastal regions do have larger recoverable oil fields that can be drilled in order to bring more supply onto the market
