Why did it take someone from the San Antonio express news to make the discovery? Anyone with internet access can see his employment history, judgments, disciplinary actions, etc. at nasd dotcom using the FINRA BrokerCheck.

stupid!!! and they still address him as "DR. Starnes".. he has no Doctrate Degree it's a fake.. I was in houston from 2003 to 2006 and moving back to Eagle Pass was the worst thing i ever did.. so i'm moving back to Hustle Town.. Home of Da Playas and Pimps AKA "The City of Dreams" cuz Eagle Pass has no Future becauase of ppl like Starnes and those on the city council.

CITY COUNCIL: if i "twist" the facts on my resume, can i get a good paying job with the city? i cant wait to see what the city council does infront of media from all over the state- if Starnes stays the council will look like assclowns on statewide media outlets around Texas

Oust this man, once and for all! How dare he talk about principles. Yeah so who made a few changes...the bottom line is that he lied about his description. How many "real" educated candidates were turned away?

This guy "bought" a doctorate degree from an online university known to the State of Texas to be illegitimate. No tests, no classes, no studying, nothing. He adds it to his resume to beef it up and get a high paying job as city manager. He is like a bookshelf full of hollow, phony books with classical titles, only there to impress the observer, but never actually read by him. Boot this man from office, he lacks integrity and common sense
