If you don't like to get Herpes, you shouldn't kiss any one who you don't know.
If you kissed, the breakout will start after 2 weeks. Mostly the cold-sore will start to happen on the lower lips. the very first first day of breakout, lower-lip skin will dry and feel itches and it will turn into breakout after that day later.
