Front kicks are too high.
Inward palm blocks should be at solar plexus height.
There should be more upper body rotation when chambering for the back fist.
The tiger stances are too long.
There should be no stomping after the knee strike.
The eyes and head should continue to look forward towards the direction of the final movement when delivering the elbow strikes.
This is an excellent performance, just different from the current standard.

Could you clarify on what is specifically, technically incorrect?
-
Although the performer is excellent, it is technically incorrect by Kukkiwon/international standard for testing & competition.

this helped me alot dude. thanks.
that technique was TERRIBLE! Chil Jang is by FAR my preferred pattern. First move: shouldn't that palm block be a little higher, Second move: pretty sure it's not a face kick =|
The scissor blocks were too fast and didn't have much technique.
i hope this isn't on a instructional video =|

If you are referring to technical accuracy, then I agree that the target heights are different from the latest Kukkiwon standards. BTW this video preceeds the current standards by several years.
However, the model demonstrating the poomsae is international calibre demonstrating amazing technique. Your inability to recognize this is simply due to your lack of experience.
Please submit a video of yourself doing Taegeuk 7 with superior technique. (Not going to happen is it?)

Wow, Taegeuk Chil Jang. Not bad at all, I must say. Gotta say, I'm a sucker for the double Scissor Block.
But I can not, for the life of me, figure out how it would be used in a real life situation.

Kawi Makki is interesting. I've seen it demonstrated as a simultaneous low block and attack to elbow joint. Perhaps I am just overcomplicating it and should simply think of it as a low and middle block combined. Why it commonly appears a two succesive blocks is a mystery to me.
