Victory over terrorism would be like UK has with the IRA. You talk and stop the hate. Victory would be if you could guarantee that if it takes 30 years to rebuild ground zero that there will not be those radicals who were orphaned will be ripe for 'flying lessons' or the new surprise equivalent. No 'sonny' , you do not win against terrorism with 'might'.
