Why do you care about the difference between Captain Keyes before and then? Captain Keyes is suppose to look like that, plus you shouldn't except that everything will have the highest graphic updates. Also Halo:Reach and Halo CE happened in the same timeline date of 2552, so of course he should still look the same.

@crossfiretl2 He's using Keyes as an example for changing (or not changing) the character models from reach. He wants Halo 4 to have a new look, not look the same as reach. Keyes won't look the same in Halo 4 because he's dead.
Also, I'm quite sure that he said that he wanted either the Sentinel beam to come back or other forerunner based weapons to make an appearance. Honestly, theres so many wrong statements in your post that I'm trying to work out if you're trolling or not...
