Super Vegeto isn't a SSJ or a SSJ2 he's between a SSJ3 and Ultimate Saiyan, but astronomically stronger. Look at his Aura and how large stable it is that's common on Goku's SSJ3, but then the white electricty instead of blushish electricity found on SSJ2.

Goku and vageta fusing this way at SS4 would be far more powerful then gogeta due to the face that the fusion is permanent.
