The Voyage of the Little Mermaid contest

I am creating a show in which I'm mixing characters and such into an actual video of a lake and scenery outside of a restaurant to be an outside show and it's going to be based on Disney's The Little Mermaid. I decided to make things interesting and to hold a contest for who could make the best Ariel fin. Here are some requirements: 1.) It would only be the fin itself on a rock with possibly some moss or sea weed and such. 2.) I want it to look mechanical because it's supposed to be a mechanical character. It's movements shouldn't be over exaggerated, but decently recognizable as a mechanical creation. This is shown in the video clip of Voyage of the Little Mermaid. (skip to 0:35 ) 3.) The bulk of it wouldn't move, just the bit actually coming off of the rock, and just for it to, every now and then, casually move from one side to the other, rest on the rock, or lift upward, just like in the video above. 4.) It would need to be a video file, preferably a WMV, and I would like it to have something like a black background so that I could delete the background and add it into the film. 5.) In order for it to fit in, it would need to be CGI, not drawn, sorry.
