As a Taiwanese I can tell you it is actually both.

Beijing did enforce strict tourism to Taiwan, but they told their people the reverse story.

Taiwan did refuse tourists from China, but that is mainly because China was giving Taiwan zero international space, plus the few allowed to visit were suspected of being possible spy since it is only those selected by the Chinese government can visit.

Of course mainly it was because China kept talking about making Taiwan part of China, it was tense.

Beijing has strict policies. You must apply to Beijing ahead of time to get the approval to travel from China to Taiwan. More importantly, Beijing will require you to travel in GROUPS. Beijing does not want Chinese tourists to be "brainwashed" by anti-Beijing civil rights activists in Taiwan.

@TheECSH What are you talking about? Can you read Chinese at all? Dude, you need to read the Chinese newspapers more carefully. Beijing does not allow its own citizens to go anywhere they want. Beijing does not want Chinese tourists to get close to anti-Beijing Chinese in Taiwan. Beijing specifically requires that all Chinese tourists must travel in groups.

Beijing does not allow anyone from China to go to Taiwan. Taiwan does not allow anyone from China to enter Taiwan either.
