Simulcam was the process of combining real world actors and sets with computer graphics actors and sets. On the other hand, the Virtual Camera contained a Concept Overdrive microcontroller which handled analog and digital inputs, sending them through an Overdrive system that sent them into the 3D graphics world. Does that make sense? Watch them demonstrate the process.
