I think the song nicely underlines the arrogance RTD and co wrote into the tenth Doctor, other commenters have emphasized that the Doctor has a lot of power, which is scary, but that he uses it for good, but I rather think the point is that despite good intentions, good doesn't always come of his actions. Case in point: if he hadn't overthrown Harriet Jones the Master wouldn't have come to power as Prime Minister and the Toclafane massacres and End of Time wouldn't have happened

That's not quite true. He always tried to do the right thing, 10 did want to leave the Daleks alive if 10.5 hadn't killed them that one time. And in 'Daleks in Manhattan', he was so firmly against genocide, even if those people had genes from Skaro(pretend that was underlined) How can he even leave the Daleks alive after what he did to him?

Four was amazing and brilliant, but he didn't know half the suffering Ten did, simply because he didn't live as long.
