On a basic level, to break it down there is one guy(splamming) who is paying larger "youtubers" f1stdacuffs/shaggy to promote his video/contest by having them upload it to their channel, thus letting them promote a fake contest in order for them to generate subs & ad revenue. Then they tell you to sub to him(splamming) also to enter officially, so he gets what he wants(more subs/suckers). He was caught trying to scam people into giving him $60 to "guarantee" them to win the prize of their choice, but he wasn't going to send anything and talked about doing it to multiple people. He tried to do this together with another "youtuber" who exposed him for this.

Now the above statement is allegedly true, and seems to be pretty legit according to the vids posted above.
